Blue Badge holders in Torbay do not automatically qualify for free parking and so must purchase a pay and display ticket.  However, Torbay Council currently offers free Disabled Person Parking Permits to Torbay residents and those on holiday in Torbay who have disabilities and meet the conditions below - these permits entitle them to park in any Torbay Council car park free of charge.

Applicants must be:

  • in possession of a Blue Parking Badge and
  • in current receipt of the higher rate mobility component of Personal Independence Payment (PIP), Disability Living Allowance (DLA) or War Pensioners Mobility Supplement.  

Recently dated proof of benefit entitlement is required (eg. current DLA or PIP award letter or copy of Motability agreement) - this must be no more than 12 months old.

Permits may also be issued on a discreet basis to people over the age of qualifying for the above benefits. This will involve medical information being obtained from the applicant’s GP.  NB.  Any fee charged by the doctor for supplying this information is to be met by the applicant.
